Povzetek:
Volitve v francoskem Rouenu zaznamuje hud spor med podpornikoma dveh kandidatov za službo v mestnem svetu; v naročenem umore po tistem pa umreta politikov nasprotnik in policist, ki je bil očitno priča umoru. Glavni inšpektor Verjeat sumi svetnika Lardatta, a ga nadrejeni posvarijo pred vneto gonjo vplivnega politika. Potem ko ga Verjeat javno osramoti med policijsko akcijo zoper oboroženega moškega, očeta ubitega prostovoljca, inšpektorju povedo, da ga bodo čez nekaj dni premestili drugam.
